RESEARCH METHOD Approach. This chapter discusses the methodology of the thesis. As mentioned, this thesis mainly uses qualitative data collected via literature and document review, and semi-structured interviews to answer the research questions. This is because the qualitative approach is more suitable to â€Å"provide a great deal of descriptive details†¦emphasizes on process†¦[and] is concerned with explanations† (Bryman, 2004, pp. 280-281), which is essential to examine the process and results of local government’s performance measurement. Focus and Locus. This research is focused on answering and identifying the problems involved in the research questions. The relationship between the research questions and supporting methods, which are later explained in detail, is illustrated as follows: Indonesia is currently a democratic country with three tiers of government: central government; provincial government; and local government. At the lower level, there are 34 provinces and 508 (as of 2014) local governments. There are two types of local government across Indonesia: 1) Kabupaten (district), and 2) Kota (city). In the past (before Reformasi), provincial and local governments were simply an extension of the central government at the regional and local level. Government policies and programs were determined by central government.
